I have been lucky and got my rim replaced by the Uzbek mountain bike champion himself!
For all who are having troubles finding spare parts in Central Asia, try either this:

In Tashkent, contact Dima (phone: +99897 103 12 20) or his friend Roma (phone: +99897 330 24 40). They have a little workshop and import their own (good) bikes from Kazakhstan (obviously, you can get good material in Almaty). Dima replaced our 32 hole rime within 30 minutes and did a perfect job. The workshop is some 15 km outside of town and hard to find. Google coordinates: http://maps.google.com/maps?f=q&source=s_q&hl=ru&geocode=&q=41+16%2723.39%22+N+69+20%2748.67%22+E&sll=21.183472,-86.827597&sspn=0.006943,0.009645&g=41*+16%2723.39%22+N+69*+20%2748.67%22+E&ie=UTF8&ll=41.272904,69.347076&spn=0.089538,0.154324&z=13

In Samarqand, contact Odil (phone: +99893 344 44 48). The guys at Bahodir Guesthouse know his number, he has obviously replaced parts for cycle tourists before.

Other than this, it might be difficult to find spare parts in Uzbekistan, as the two guys import their equipment from abroad themselves.

In Tajikistan it will most probably be even harder to find good quality. The same holds for Turkmenistan. As I read, Bishkek, Osh or Almaty might be better to find bicycle parts. If you are in Iran or heading there, Tabriz is definitely your best bet. But in all cities, you can find bike shops that sell fake cannondale bikes with sturdy 36 spoke AlexRims and decent hubs (for Shimano hubs, go to Tabriz). And mind this: 32-hole rims are virtually not available here. And even more important: Don't pump up to more than 3.5 bars, when carrying heavy loads, even if it is not indicated like this by the manufacturer. Not even strong rims will hold that!
We had both our back rims cracked like this.
